24th Cluster Session “Cybersecurity During the Warfare: Review of 2023 Achievements and Challenges”

The 24th meeting of the National Cybersecurity Cluster “Cybersecurity During the Warfare: Review of 2023 Achievements and Challenges “ was organized by CRDF Global in Ukraine and the National Cyber Security Coordination Center (NCSCC) under the National Security and Defense Council of Ukraine (NSDC) to emphasize the importance of collective efforts among the donor community to ensure a cyber-secure future.

Participants discussed a wide range of issues, including challenges, successful practices, and strategies for enhancing collaboration among various organizations and strengthening partnerships. The event served as a platform for exchanging ideas and experiences.

Speakers at the event included representatives from various donor organizations actively implementing initiatives and projects in the field of cybersecurity in Ukraine, such as:

  • Mykhailo Verych, Regional Director, CRDF Global in Ukraine 
  • Serhii Prokopenko, Head of the NCSCC Support Department

The presentations by the speakers allowed for the exploration of various aspects of work in the field of cybersecurity and the announcement of plans.

Approximately 100 representatives from 62 different organizations participated in the event, bringing together international organizations, government agencies, embassies, donor organizations, and the private sector.

Mykhailo Verych
Regional Director, CRDF Global

Mykhailo brings over 15 years of experience working in governmental and non-profit organizations. Throughout the timeline of his career, Mykhailo held leadership positions in the State Employment Service (SES) of the Ministry of Social Policy in Kyiv and HelpAge International. In his current role, he provides management and oversight of CRDF Global’s Eurasia Hub, ensuring the application of best practices in program standards, and building relations with government agencies, embassies, and other partners.

Mykhailo brings over 15 years of experience working in governmental and non-profit organizations. Throughout the timeline of his career, Mykhailo held leadership positions in the State Employment Service (SES) of the Ministry of Social Policy in Kyiv and HelpAge International. Iryna Khomenko
Deputy Chief of Party, USAID Cybersecurity for Critical Infrastructure in Ukraine Activity

Seasoned strategic business and development leader with more than 20 years of experience in FMCG and international development. Iryna has been working on various USAID-funded activities to advance reforms in Ukraine. As a skilled facilitator excels in fostering collaboration and engagement among stakeholders, including governmental officials and cross-sectoral stakeholders. Iryna holds an executive MBA diploma from Warsaw Management Institute and is a certificated Project Management Professional by Project Management Institute.

Igor Tkachenko
IFES Ukraine Digital Transformation Advisor

Igor Tkachenko, a Digital Transformation Advisor at the International Foundation for Electoral Systems (IFES) in Ukraine since November 2022, boasts over two decades of expertise in public administration, elections cybersecurity, and digitalization. A key contributor to the development of digital tools for territorial election commissions during the 2020 local election in Ukraine. Formerly, as Chief of Staff at the National Agency on Corruption Prevention of Ukraine, Igor spearheaded the development and launch of the e-system for public officials’ asset disclosure. Prior to his role at IFES, he served as Project Manager for the OSCE Project Coordinator in Ukraine, focusing on cybersecurity solutions for the State Voter Register and enhancing election transparency. Igor holds a Doctorate in Philosophy and maintains academic involvement at Taras Shevchenko National University of Kyiv.

Serhii Prokopenko
Head of the NCSCC Support Department

Mr. Serhii Prokopenko is the Head of the NCCC Support Department and Deputy Head of Information Security and Cybersecurity Directorate at the NSDC of Ukraine. He has 20 years of experience in cybersecurity. Now he is responsible for the coordination of all the stakeholders, developing the NCCC’s analytical and technological platform, improvement of Cyber Threats Intelligence (CTI) exchange and sharing mechanisms, organization of training programs for specialists from the public sector and critical infrastructures, building Public-Private Partnerships (PPP), international cooperation, control of the Cybersecurity Strategy implementation plan.

Mr. Serhii Prokopenko is the Head of the NCCC Support Department and Deputy Head of Information Security and Cybersecurity Directorate at the NSDC of Ukraine. He has 20 years of experience in cybersecurity. Christopher Fuchs
Head of the Economic Section at the German Embassy in Kyiv

Christopher Fuchs is Head of the Economic Section at the German Embassy in Kyiv, after postings in Chicago, Tashkent, Cairo, and Baku. He has worked on Ukraine at the German Federal Foreign Office and as press officer in Kyiv from 2011 until 2015. He studied Slavonic Studies at Humboldt University Berlin.

Andriy Krasnyy
Director, Leader of Cyber Risk, Deloitte

Andriy is Director of Risk Advisory department in Deloitte Ukraine. He has gained more than 15-year experience in consulting and corporate risk management, information security, and cyber risks. He has extensive experience in the sphere of information system assessment, information security and confidentiality, integration technologies, and IT strategy development.

Key qualifications of Andriy focus on the following areas:

  • Cyberrisks;
  • Internal auditt;
  • Information security and data confidentiality;
  • IT strategy development, information system selection, and Due Diligence;
  • SOX 404 implementation and audit;
  • ERP-systems and SAP.

Andriy has gained a broad experience in managing large and complex audit and consulting projects.

Oleksandr worked in the central and local governments, where he gained experience in implementing new and innovative technologies, optimization and reengineering processes, and coordination of international technical assistance projects. Worked as the head of the State Agency for Electronic Government of Ukraine for five years. Was directly involved in the development of key areas of e-government, such as e-services, the national informatization program, open data, e-identification, document flow management, and digital transformation. In the EU4DigitalUA project, Oleksandr is responsible for areas related to support for the Ministry of Digital Transformation projects, Personal Data Protection, and Cybersecurity. Oleksandr has a master’s degree in organizational management and computer networks and IT systems.
