CRDF Global in Ukraine and the National Cyber Security Coordination Center (NCSCC) under the National Security and Defense Council of Ukraine (NSDC) continue actualizing cybersecurity issues at the international level. The 23rd meeting of the National Cybersecurity Cluster was held in Prague, Czech Republic.
The participants discussed Public-Private Partnership at the International Level and the Establishment of Cyber Diplomacy.
The meeting consisted of three panel discussions. The theme of the first one was “ Cyber Warfare: Ukranian and Leading Countries’ Experience“. The moderator of the panel discussion was Ehor Aushev, CEO, Cyber Unit Technologies.
Among the speakers we heard:
- Serhii Prokopenko, Head of the NCSCC Support Department
- Victor Zhora, Deputy Head of the State Service of Special Communications and Information Protection of Ukraine (SSSCIP) for Digital Development, Digital Transformation and Digitalization (CDTO)
- Oleksandr Fediienko, MP, Committee on National Security, Defense and Intelligence at the Verkhovna Rada (Parliament of Ukraine)
- Andrii Haidar, Cybersecurity Department Representative, Security Service of Ukraine
- Tomáš Minárik, Acting Director, Department of International Cooperation and the European Union of the National Cyber and Information Security Agency of Czech Republic
The second panel discussion covered the Development of Cyber Diplomacy. Speakers who shared their thoughts and experiences were:
- Andrii Zablotskyi, Advisor to the Deputy Minister of Foreign Affairs of Ukraine
- Yuliia Volkova Director of the Department of European Integration and International Cooperation, SSSCIP
- Richard Kadlčák, Special Envoy for Cyberspace and Director of the Cyber Diplomacy Department at CZ MFA
- Kaja Ciglic, Cyber Diplomacy lead at Microsoft
- Manon Le Blanc, Coordinator for Cyber Issues at the European External Action Service
This discussion was moderated by Oleksii Tkachenko, International Relations Officer, NCSCC.
The final but not less essential topic for discussion was – “Public-Private Partnership for Global Resilience in Cyberspace“. The following participants shared their thoughts:

The 23rd meeting of the National Cybersecurity Cluster brought together about three hundred partners from international organizations, government agencies, embassies, donor organizations, private and academic sectors.
