18th Cluster Session: “Harmonization of Critical Infrastructure Cybersecurity Systems to The EU Standards”

The 18th meeting of the National Cybersecurity Cluster was held in Warsaw, Poland, on March 31, 2023, marking the first time the event was held outside of Ukraine and making it an international gathering. The session focused on the topic of “Harmonization of Critical Infrastructure Cybersecurity Systems to The EU Standards” and brought together prominent players from the Ukrainian industry and representatives from relevant EU institutions and the donor community. The event served as an excellent opportunity to exchange best practices and experiences with European colleagues while also fostering new partnerships.

Distinguished speakers of high rank graced the occasion, and the warm welcome extended by the Polish hosts was genuinely noteworthy. During his introduction speech, Tadeusz Chomicki, Ambassador for Cyber and Tech Affairs Security Policy Department, Ministry of Foreign Affairs of Poland, assured Ukraine of Poland’s unwavering support, offering assistance in everything from regulatory harmonization to the provision of critical equipment. Lukasz Gawron, Chairman of the Polish Cybersecurity Cluster #CyberMadeInPoland, expressed his delight at the prospect of Ukraine joining the European digital market.

The session was inaugurated by other notable officials, including Vasyl Zvarych, Extraordinary and Plenipotentiary Ambassador of Ukraine to the Republic of Poland, who underscored the need for a unified coalition of nations to confront and repel Russia’s cyber-attacks, and to hold Russia accountable for cyber terrorism against critical infrastructure.

Christopher Smith, Deputy Chief of Mission at the U.S. Embassy in Ukraine, expressed his confidence in the power of the partnership between Ukraine, the EU, and the United States.

The attendees from Ukraine included representatives of critical infrastructure facilities, key ministries, and agencies responsible for cybersecurity, such as the National Security and Defense Council, the National Cyber Security Coordination Center, the State Service for Special Communications of Ukraine, and the Ministry of Foreign Affairs. The U.S. was represented by the FBI Warsaw Cyber Attaché and CISA, while the EU side at the session represented ENISA.

As the event was held in a hybrid format, participants who could not attend in person could join online and fully engage in the discussions and activities. The event gathered over 300 online participants and 32 in-person attendees.

Sławomir Górniak
Senior Cybersecurity Expert at ENISA

Sławomir Górniak, CISSP, CISM, is a telecommunications engineer focused on network security. Since 2008 he works at ENISA (EU Agency for Cybersecurity), where he has been involved in the areas of standardisation, certification and electronic identification. He is a coordinator and co-author of multiple ENISA reports covering various aspects of information security. Currently he is responsible for the Agency’s actions in the area of standardisation and assures its liaisons with Standards Developing Organisations.

Sławomir Górniak, CISSP, CISM, is a telecommunications engineer focused on network security. Since 2008 he works at ENISA (EU Agency for Cybersecurity), where he has been involved in the areas of standardisation, certification and electronic identification. He is a coordinator and co-author of multiple ENISA reports covering various aspects of information security. Currently he is responsible for the Agency’s actions in the area of standardisation and assures its liaisons with Standards Developing Organisations.

Oleksandr Bakalynskyi
Deputy Director of the Cyber Security Department at State Special Communications Service of Ukraine

Mr.Bakalynskyi holds a Ph.D. in information protection systems. He is a Senior Researcher in computer science and a member of several working groups in the Parliament, NSDC, and SSSCIP on developing legislation to implement international cyber and information security standards in Ukraine. He graduated from the Kyiv Military Institute of Management and Communications, National Academy of the Security Service of Ukraine. His scientific interests include information security management systems, risk management, cybersecurity of critical infrastructure, and higher education. He produced more than 70 scientific publications in information and cybersecurity, including scientific articles, monographs, textbooks, and manuals.

Łukasz Gawron
Chairman, Polish Cybersecurity Cluster #CyberMadeInPoland

Graduate of international relations at the Jagiellonian University in Krakow, where he also completed his BA studies. He coordinated the European Energy Hub project at the Institute of Public Policy. For many years associated with The Kościuszko Institute, where he was responsible for the organization of several CYBERSEC events. From January 2021 Vice-chairman and from December 2021, Chairman of the Board, of the first Polish Cybersecurity Cluster #CyberMadeinPoland in Poland. He has a PRINCE2 Foundation and Agile PM Foundation project management certificate. Cybersecurity market expert and Cybersecurity Advisors Network Member.

Anastasiya Shurenkova
Research Expert, Info Sapiens

A highly skilled research expert with extensive experience designing and conducting sociological surveys and data analysis. Cybersecurity is one of her fields of interest. In 2021, she worked at the Baseline Research on Target Audiences Awareness of Key Aspects of Cybersecurity. She implemented several studies on Cybersecurity in 2019-2022. Anastasiya holds a Master's degree in Applied Mathematics (with honors) and Management and Marketing from the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute."

Serhii Prokopenko
Head of the NCSCC Support Department

Mr. Serhii Prokopenko is the Head of the NCCC Support Department and Deputy Head of Information Security and Cybersecurity Directorate at the NSDC of Ukraine. He has 20 years of experience in cybersecurity. Now he is responsible for the coordination of all the stakeholders, developing the NCCC’s analytical and technological platform, improvement of Cyber Threats Intelligence (CTI) exchange and sharing mechanisms, organization of training programs for specialists from the public sector and critical infrastructures, building Public-Private Partnerships (PPP), international cooperation, control of the Cybersecurity Strategy implementation plan.
