15th Cluster Session: “Current status, challenges, and prospects for implementing the Cybersecurity Strategy at the local level”

The second regional session of the National Cybersecurity Cluster was held in Vinnytsia. The event enabled glancing at the prospects for implementing the Cybersecurity Strategy locally according to the Plan of its implementation through the prism of the public sector, critical infrastructure, business, and international experience.

Among the key speakers were representatives of National Coordination Center for Cybersecurity (NCCC), State Service for Special Communications and Information Protection of Ukraine, Vinnytsia City Council, IT Association of Vinnytsia, representatives of critical infrastructure and the National Cyber ​​Security Center of the United Kingdom.

“The Strategy begins with the thesis “Safe cyberspace is the key to the successful development of the country.” These words become extremely relevant considering the difficult conditions in which all the state processes are implemented today. It is important to continue paying special attention to cyber defense because the cyber component is a prerequisite for the stability of the national security system of Ukraine,” emphasized Mykhailo Verych, Senior Operations Manager, CRDF Global in Ukraine, in his opening remarks.

The participants discussed the best Ukrainian and foreign practices, raised important questions, and shared requests concerning the implementation of the Strategy. In particular, the issues of professional development and integration of the risk-oriented approach at all levels were posed. Representatives of the NCCC contributed to adopting joint and effective decisions during the discussion.

Serhii Prokopenko
Head of the NCSCC Support Department

Mr. Serhii Prokopenko is the Head of the NCCC Support Department and Deputy Head of Information Security and Cybersecurity Directorate at the NSDC of Ukraine. He has 20 years of experience in cybersecurity. Now he is responsible for the coordination of all the stakeholders, developing the NCCC’s analytical and technological platform, improvement of Cyber Threats Intelligence (CTI) exchange and sharing mechanisms, organization of training programs for specialists from the public sector and critical infrastructures, building Public-Private Partnerships (PPP), international cooperation, control of the Cybersecurity Strategy implementation plan.

Oleksandr Bakalynskyi
Deputy Director of the Cyber Security Department at State Special Communications Service of Ukraine

Mr.Bakalynskyi holds a Ph.D. in information protection systems. He is a Senior Researcher in computer science and a member of several working groups in the Parliament, NSDC, and SSSCIP on developing legislation to implement international cyber and information security standards in Ukraine. He graduated from the Kyiv Military Institute of Management and Communications, National Academy of the Security Service of Ukraine. His scientific interests include information security management systems, risk management, cybersecurity of critical infrastructure, and higher education. He produced more than 70 scientific publications in information and cybersecurity, including scientific articles, monographs, textbooks, and manuals.

Dariia Nyshporska
Head of partnership in the Vinnytsia IT Association/ CMO in the Winstars Technology R&D center

Ms. Nyshporska has 5 years of experience in social communications. She has been working in the IT sector for two years, combining public and business approaches, and working closely with the IT community, educational institutions, the government, and international business associations. In her speech, Daria will focus on real cases of the involvement of IT companies in the cyber resistance of the information field.

Volodymyr Romanenko
Head of the IT Department of Vinnytsia City Council

Mr. Romanenko has been working for the Vinnytsia City Council for more than 15 years, ensuring its informatization, digitalization, and telecommunications. Since 2011, Volodymyr has worked as a Deputy Director of the IT Department, and in 2014 he headed it. Volodymyr holds a master's degree in Public Administration, obtained at the Odesa Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine.

Mr. Romanenko has been working for the Vinnytsia City Council for more than 15 years, ensuring its informatization, digitalization, and telecommunications. Since 2011, Volodymyr has worked as a Deputy Director of the IT Department, and in 2014 he headed it. Volodymyr holds a master's degree in Public Administration, obtained at the Odesa Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine.

Director of Information Technologies, JSC "Vinnytsiaoblenergo"

In 2003, Mr. Tomashevskyi graduated from the Vinnytsia National Technical University with a degree in "Electrical Systems and Networks". He started his career as a technician; later, he became an engineer at the Vinnytsia National Technical University. Since 2003, he has worked as a Software Engineer at Zamostyanskiy OJSC "AK Vinnytsiaoblenergo," a Software Engineer of the SASK service at OJSC "AK Vinnytsiaoblenergo", as a Computer Network Analyst at "Ukrenergosistema" LLC, developing billing systems. Since June 2012, he has been a Director of information technologies at JSC "Vinnytsiaoblenergo". In 2021, he obtained a Ph.D. in technical sciences of "Power stations, networks, and systems".

Mykhailo brings over 15 years of experience working in governmental and non-profit organizations. Throughout the timeline of his career, Mykhailo held leadership positions in the State Employment Service (SES) of the Ministry of Social Policy in Kyiv and HelpAge International. In his current role, he provides management and oversight of CRDF Global’s Eurasia Hub, ensuring the application of best practices in program standards, and building relations with government agencies, embassies, and other partners.

Mykhailo brings over 15 years of experience working in governmental and non-profit organizations.
